Wandsworth Council’s consultation on their Local Views Supplementary Planning Document (SPD)(October 2013) has just closed. The local list criteria, when adopted, will be used to define the significance of heritage assets including buildings, parks and gardens and other features of architectural, historic, landscape and archaeological interest which are locally important to the borough.
The Council asked for comments on their first draft Local Views SPD (October 2012). The Society welcomed much of the content of the first draft which seemed to us relatively protective against encroaching development of existing views upstream and downstream from bridges over the River Thames; and various other views from high points, the perimeters of the Commons and views along “Green Chains”(e.g. Putney Park Lane). We were therefore most disappointed to find in the October 2013 SPD that almost all of the views of heritage assets and landmarks in SW15 mentioned in the 2012 draft were missing from the revised draft although those in conservation areas would be included in the Appraisal and Management Strategies for the relevant conservation area.
We found that the one and only view that was mentioned for the whole of Putney and Roehampton in the revised draft was that upstream of Putney Bridge. This view of the embankment is very likely to be compromised by the future promontory into the Thames at this point in connection with anticipated Thames Tunnel Combined Sewer Outflow works. We consider that all four downstream views, i.e. from the boathouses, promontory or pier, Putney bridge and the District Line rail bridge should be protected. We would also like to see some views from high points protected (e.g. long views coming down Putney Hill from the Green Man public house).
